This is not a message to the Government but it can be as well. This is about making people understand what a photograph is and theft. It is about making people aware of their actions and guilt. I sometimes find my photo on some other site but once the watermark is intact, I don’t bother too much. It’s not like I have much to steal

There is the fair use policy in the US and that, along with well intoned ignorance, is what saves a lot of consciences and arses, I suppose
